National Flood Insurance Program

Insurance Bureau of Canada (IBC) was calling for a national flood insurance program to address the issue that 10% of Canadian households are unable to access affordable flood insurance. Extreme weather events were increasing and time was running out – if the government did not include funding in its 2024 Budget, it was likely to be put off for another year. IBC and Paradigm developed a high impact campaign to motivate the federal government to announce in the 2024 Budget that it was committing to the funding for a national flood insurance program.

through high impact mailers to MPs, digital ads, social media content and bus shelter advertising outside the Finance building in Ottawa.

Advocating for a National Flood Insurance Program
Following the campaign, the government released the 2024 Federal Budget,

reinforcing a commitment to develop and fund Canada’s first National Flood Insurance Program to better protect Canadians at highest risk of flooding. This was a major win for the insurance industry, Canadian taxpayers and for all Canadians living in high-risk areas.
